Here are some documents which have been produced by one Church (St Cuthbert's, Carlisle) which might be another place to start. There are four documents: two covering letters, a 'policy' relating to those just making tea/coffee and biscuits, and a 'policy' relating to those making more elaborate meals on the premises or at home.
NB if you hire your Hall out, you should tell hirers that they must take the same care (it may be sensible of they are given and use your 'policies'.)
You should probably display a short notice in the Hall kitchen summarising the most important points.
