Overview

The response of the Church of England to child protection issues has been significantly influenced by two policy and procedure documents by the House of Bishops, the first in 1995 and the second in 1999. With regard to Clause 2.5 of the statement in addition to abuse, any other form of significant harm to children and young people will be taken seriously.

This diocese has responded in the light of each of these as well as to the best advice and guidance that is available through the statutory authorities in the County. The aim is to have every Parochial Church Council in the Diocese of Carlisle aware of the issues in general and their legal responsibilities in particular.

Regarding our concern for children, the second edition of the "Diocesan Code of Practice" stated that "The Christian faith and the law of the land lay upon us a responsibility for their safety and welfare". These words remain a good summary of our aim and commitment. This "Diocesan Code of Practice" is about the steps you are advised to take, or in some instances are required to take, in order to satisfy current legislation and its supportive regulations.

It should be remembered at all times that 'the welfare of the child' is the guiding principle behind the legislation. No other issue, however pressing it may seem at the time, should take precedence over it. However, see the next page (Corrective) for an important nuance.
